In full support of President Rodrigo Duterte’s War on Drugs campaign, three municipalities pioneered the Provincial Drug Summit on February 28 until March 2, in their respective venues.
Spearheaded by the Provincial Local Government of Catanduanes and sponsored by Department of Interior and Local Government (DILG) Catanduanes, Department of Health (DOH) Catanduanes and Philippine Drug Enforcement Agency (PDEA) Regional Office V in cooperation with Municipal Local Government Units and CATPPO the event was participated by the barangay officials of the three municipalities.
Christian O. Frivaldo, Philippine Drug and Enforcement Agency (PDEA) Regional Office V Director gave a talk about the National Drug Situation and Dangerous Drugs Board Regulation no. 3.
Frivaldo said that instead of proceeding into the income of the municipality, a lot of money is going to the drug lords because of non-intensified eradication of illegal drugs, that is why the summit plays a vital role in the drug clearing operation of the province.
“Nilalason ka na nga, nagbabayad ka pa,” he emphasized as he educates the participants about the disadvantages of using illegal drugs.
Chief Legal Officer of PDEA Regional Office V, Alex R. Fulgencio discussed the Salient Provisions of R.A. 9165 in relation to Barangay Drug Clearing.
Fulgencio talked about the unlawful acts and penalties on the importation of dangerous drugs and/or controlled precursors and essential elements.
Furthermore, Municipal Drug Situation was discussed by the Chief of Police of each municipality, while the Municipal Social Welfare and Development Officers of each municipality talked about the Municipal Reintegration Program.
Also, one of the speakers of the Summit was Mr. Noel A. Manila of DILG Catanduanes who discussed about the Department of the Interior and Local Government MC 151.
Agent Noe S. Briguel, PDEA Provincial Officer for Catanduanes gave a short message giving special recognition to the barangays, which are Barangay Obo and Barangay Pangilao of San Miguel, which were already drug-cleared among the three municipalities and motivated other barangays to do the same so their barangays will be considered as drug-cleared too.
“Kung kaya nila, alam naming kaya niyo rin!,” Briguel highlighted.
Represented by Provincial Administrator Lemuel P. Surtida, Governor Joseph Cua in his message said that the Provincial Government shares the same dream with the community which is cleansing our nation from drugs and crime.
“We will not stop until we see this dream come into reality. Let us help one another in making change and hope accessible. Let us remind our people that we care,” he said.
Uldarico S. Razal, Provincial Director of DILG Catanduanes in his closing remarks reminded the barangay officials that if they fail to do their duties regarding the drug-clearing operation, they will face charges.
“We have to work together. Magkaigwa kita ning teamwork. Ang komunidad pati ang gobyerno. Tanganing lalo tang mapakusog ang paglaban sa ilegal pati masamang elemento,” he added.
