Serving as a reminder to all employees of the Provincial Government of Catanduanes, Vice Governor and now Acting Governor Shirley A. Abundo urged local government employees to strive for excellence for public service during the Turn-over Ceremony held on July 1, 2019 at the Capitol Lobby.
“Never be satisfied with mediocrity because mediocrity is the work of a lazy person. Hindi po pu-pwedeng, ‘pwede na yan,’ ‘okay na ‘to.’ Sana we strive for excellence with everything that we do,” Acting Gov. Abundo emphasized.
In her message, Abundo pointed out her need for everyone’s participation for the development of the province.
“Sa lahat ng pwedeng ikagaganda ng probinsya tatanggapin ko po kung talagang pupuwede naman, tulungan niyo lang po ako. Hindi ko po kakayaning mag-isa,” she stated.
Despite her position as the chief executive of the province, she also instilled through her employees the importance of dedication and collaborative mindset in the workplace.
“Hindi naman po ako umupo dito para mag-mando saindo lahat. You know your job. Hindi po ako hihingi ng loyalty sainyo. Gusto ko lang makatrabaho kayo.”
“Gusto ko lang kung meron kayong idea sabihin niyo po sa akin kasi open naman po ako sa lahat ng ideya niyo.”
Furthermore, Abundo also emphasized how establishing and aiming for quality works minimizes the tendency of creating errors.
“Kung magsasabi tayo ng hindi pwede kasi kulang pa wala siguro ng magkakamali. Kung meron man minimal lang yung pagkakamali. No one is indispensable in this world.”

State of Governance
Based on the presentation of the State of Governance Report, the Provincial Local Government Unit (PLGU) passed 5 out of the 7 local government assessment areas, namely: Disaster Preparedness, Peace and Order, Business Friendliness and Competitiveness, Environmental Management and Tourism Culture and the Arts.
In compliance with the Department of the Interior and Local Government Memo Memorandum Circular 2019-39 or the 2019 Local Governance Transition, the turn-over ceremony is mainly held for the issuance of a smooth, effective and orderly turn-over of responsibilities to the incoming local officials for the continuity of local governance to the constituents.
This is also to guide the newly elected officials for a clearer picture of challenges, opportunities, informed plans and strategies for better service delivery to the province of Catanduanes.
Also present in the ceremony were the newly-elected provincial board members, members of the Provincial Transitional Management Team and the civil side organization, department heads, national local officials, and fellow government workers.
