RETROSPECTION. Gov. Joseph C. Cua keynotes the opening program of the 73rd Foundation Anniversary of Catanduanes, urging Catandunganons to know their identity and the island’s history and cultural heritage.

This was the statement of Gov. Joseph C. Cua during the opening ceremony of the 73rd Foundation Anniversary of Catanduanes as an independent province with the theme, “Islang Catandungan: Mas Happy @ 73,” held at the Provincial Capitol Lobby last October 22, 2018.
“Sa selebrasyon na arog kaini, dapat aram ta an istorya sa likod nin lambang cultural element nin satuyang isla,” he added, stressing that knowing the Catandunganon cultural heritage binds Catandunganons together and strengthens their identity and sense of belongingness.
Governor Cua also emphasized the major reason why the province was called the Happy Island.
“An pinakaimportanteng element nin happy island, kitang mga Catandunganon bago pa man an gabos,” he said.
“Kita an solamenteng mapahalawig pa nin kagayunan nin satuyang kultura asin mapatalubo sa satuyang tradisyon,” he added.
As the father of the province, he had a big realization in valuing their (Catandunganon) identity through the culture and arts, including the beauty and richness of the natural resources of the province, which also inspired him to strengthen the tourism in Catanduanes.
“Saro sa mga adbokasiya ko bilang gobernador ang pagpakusog sa kultura nin isla. Ini, sakuyang personal na pagtubod na an kalag nin sarong nasyon, iyo an kultura, an identidad nin mga naka-aging sibilisasyon. Iyo ini an gapakusog satuya bilang mga Catandunganon. Ini an simbag kung sisay kita, kung ngata ta happy island kita,” he said, officially declaring the opening of the 73rd Catandungan Festival.
The #HappyIsland replacing the Land of the Howling Winds, as the official tagline of the province’s tourism is not the original concept of the governor as this was a popular hashtag at the social media, adopted by Catandunganon citizens and declared it as theirs when Gov. Cua assumed office in 2016.
He pointed out that Catandunganons should continue to work together in supporting the welfare of everyone and also in upholding the truth rather than the convenience in the middle of a difficult situation.
The local chief executive also gave gratitude the late Congressman Francisco A. Perfecto, who made Catanduanes an independent province from Albay. He emphasized that for without him, there will be no such thing as the festival.
“…it is only right that we not only remember him, but we should talk about him in this week-long celebration,” he added.

Palmes, the Provincial Health Officer; Dr. Vietrez D. Abella; Dr. Ma. Consuelo Barceta, Eastern Bicol Medical Center (EBMC) Chief of Hospital; Dr. Jane C. Rubio, the Provincial Veterinary Office; and Ms. Edna A. Bagadiong, the Philippine Information Agency (PIA)-Catanduanes Information Center Manager.
