Provincial Engineer’s Office


The PEO under the Provincial leadership and in cooperation with other agencies and LGU’s, ensuring the construction and production of cost efficient and lasting infrastructure projects aptly supervised by able and competent civil servants and rendering public service thru integrity, excellence, professionalism and teamwork.



The Provincial Engineering Office, an agency with integrity manned by competent and dedicated workforce equipped with modern technology, equipment’s and facilities performing its task of delivering quality infrastructure, geared towards the upliftment and improvement of life in Catanduanes and general welfare of the Catandunganon.



The Provincial Engineer’s Office takes charges of the following:

  1. Initiate, review and recommend changes in policies and objectives, plans and programs, techniques procedures and practices in infrastructure development and public works in general of the Provincial Government of Catanduanes.
  2. Advise the Governor, as the case maybe, on infrastructure, public works, and other engineering matters;
  3. Administer, coordinate, supervise, and control the construction, maintenance, improvement, and repair of roads and bridges, and other engineering and public works project of the Provincial Government of Catanduanes.
  4. Provide engineering services, including investigation and survey, engineering design, feasibility studies and project management.
  5. Exercises technical supervision over all engineering offices of the 11 municipalities of the province.
  6. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

The Provincial Engineer’s Office is one of the departments of the Provincial Government of Catanduanes located at San Isidro Village, Virac, Catanduanes and is about 3.0 kms. away from the Provincial Capitol and with a total land area of 10,000 sq.m.

The Office is headed by Provincial Engineer Felix U. Vargas, Jr. with his Assistant Provincial Engineer Ranulfo B. Tulay. The office is composed of three divisions; a) Planning, Programming, Design and Quality Control Division; b) Administrative Division; c) Construction and Maintenance Division which plays a vital role in the fulfillment of its objectives.

The Office is responsible for the construction, improvement, rehabilitation, maintenance and repair of all provincial roads, bridges, parks  and other infrastructure projects financed by local and national funds. It also provides assistance to the different municipalities, barangays and other agencies including private sectors duly approved by the Governor.

  • Undertakes construction, improvement, rehabilitation of provincial roads, bridges, building water system facilities, park and grounds and other structures in accordance with the approved plans and specification and program of works.
  • Maintains and repair all provincial roads, bridges, building, parks and ground in accordance with the approved plans and specifications and program of works.
  • Prepares plans, estimates and programs of work of all infrastructure projects to be undertaken by the Provincial Government and to implemented same upon approval and when the funds are made available for the purpose.
  • Provide administrative services, control and supervision on all engineering related activities.
  • Repair and maintenance of equipment pool for provincial government vehicles and other engineering equipment.
  • Extend assistance to other agencies, municipalities and barangays duly recommended/approved by the governor.
  • Coordinate with other agencies involve in the prosecution of infrastructure projects and development tasks with the province.
  • Conduct all laboratory test on all projects undertaken for the Province of Catanduanes.
  • Provide immediate assistance during and after calamities for the restoration of destroyed/damaged infrastructure and other facilities.
  • Upgrading/Improvement of various existing facilities of other government agencies as requested and upon approval of the Provincial Governor.
  • Construction, repair and maintenance, restoration and improvement of all existing government infrastructure including the up keeping of such for the implementation of government projects.
  • Develop a road network that is truly supportive to co-cultural tourism and agro-industrial goals.
  • Provide engineering services to different LGU’s and other agencies including private sectors as requested and upon approval of the Provincial Governor and develop the potentials of employees for self –efficay.
