To articulate the salient provisions of the Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) and address the issues and concerns in the organization with the relevant provisions of the ORAOHRA, the Governor’s Office – Human Resource Management Development Division (GO-HRMDD) conducted a two-day training workshop and seminar about the Salient Provisions of 2017 ORAOHRA this April 4-5, 2018 at the Victor Hall, Virac Town Center, participated by the Provincial Local Government Unit (PLGU) and other government agencies.
Atty. Daisy P. Bragais, Assistant Regional Director/ Director III of Civil Service Commission Regional Office V (CSC-RO V); Atty. Alicia P. Salinas, Supervising Human Resource Specialist of Public Assistance and Liaison Division and Mr. Christian C. Antiquiera, Human Resource Specialist of Human Resource Office of CSC-RO V served as resource speakers.
The learning facilitators talked about the rules and guidelines and addressed other concerns related to Human Resource. The 2017 ORAOHRA, which the Civil Service Commission (CSC) came into public on August 30, 2017 in its central office in Quezon City. The Omnibus Rules contains clear definitions and guidelines on the different types of employment status (permanent, temporary, substitute, coterminous, fixed term, contractual, casual); nature of appointment (original, promotion, transfer, reemployment, reappointment, reinstatement, demotion, reclassification); and other HR actions (reassignment, detail, designation). This mandate took effect on August 17, 2017.

It devotes entire sections to rules on probationary period, effectivity and submission of appointments, qualification standards, resignation, and prohibited acts, among others.
In his message, Governor Joseph C. Cua emphasized the importance of the new rules contained in the 2017 ORAOHRA.
“The 2017 ORAOHRA is very vital tool that will guide us on how we go about in choosing our human resource and other human resource actions. Everything is guided by such rules,” said Gov. Cua.
The Provincial Budget Officer Neňa V. Guerrero stated, “Talagang effective, in a sense na we gain knowledge especially the issuance of the appointments, recruitments, selection and other HR Actions so talagang dapat required sa gabos lalo sa mga department head na mag-attend duman.”
